PHOENIX (AP) — Arizona lawmakers entered into debate before taking up a final vote on a proposal that would ask voters to make it a state crime for noncitizens to enter the state through Mexico at any location other than a port of entry. The proposed ballot measure would draw the state directly into immigration enforcement by letting state and local police arrest people crossing the border without authorization. If it clears the Arizona House on Tuesday, the proposal would bypass Democratic Gov. Katie Hobbs, who previously vetoed a similar proposal, and send it to the Nov. 5 ballot for voters to decide.
