Former Daybreak Youth counselor accused of sexual misconduct and threats to patients

SPOKANE, Wash. – A former counselor at Daybreak Youth Services in Spokane is accused of engaging in sexually suggestive behavior and threatening patients, according to documents from the Washington Department of Health (DOH).

Kevin Horn worked as a skills coach at Daybreak Youth Services (DYS) from August 2022 through February 2023. The DOH documents allege that Horn engaged in unprofessional conduct, including inappropriate comments about clients’ physical appearances and claiming he had romantic interests in them.

Horn allegedly told clients they were in an “open relationship” and engaged in sexually suggestive behavior by pointing out that he “had an e******n” in front of the DYS patient, according to the documents.

On Jan. 26, 2023, Horn reported further unprofessional conduct by taking clients to multiple unauthorized locations during a client outing. The documents said he brought patients to his home and failed to maintain patient confidentiality.

The DOH documents said that Horn arrived at work under the influence of marijuana, exhibited slowed speech and bloodshot eyes, and provided clients with nicotine and marijuana-type vapes.

Horn allegedly bragged about being part of a gang, commented on clients’ bodies, many of whom were working on body positivity and had eating disorders, and used his personal phone to take pictures of clients. He was also accused of arguing, yelling at and threatening a client, saying she was lucky he did not have a gang member “set her straight,” according to the document.

Horn was fired from DYS on Feb. 14, 2023. The DOH states that he did not inform the department of his termination.
