These efforts were stalled in past years, but a spokesperson for the governor said he would unveil concrete plans before the end of the month. He did outline hefty investments in infrastructure and legislation to improve a state program that has boosted college admissions. Kemp has already said he would use the state’s $11 billion budget surplus for income tax refunds, prison and school safety.
