Kootenai County Prosecutor’s Office finds no police wrongdoing in Spirit Lake shooting

SPIRIT LAKE, Idaho. – The Kootenai County Prosecutor’s Office has concluded its investigation of the shooting of blind 67 year old woman S.A. Floyd by police, finding no wrongdoing by the officers involved.

Floyd’s killing was initially ruled a police homicide by the Kootenai County Coroner. She was shot several times by Officer Jim Windrem, who shot at Floyd at least ten times.

Details of the report state that Windrem got a call from friends of Floyd that she had attempted suicide and had sent a disturbing text claiming to be “out of fight.”

Officer Windrum reviewed the call notes and tried to call Floyd but got no answer from her and had Windrum then sent a text advising her that law enforcement just tried to call her, giving her the option to reply with the number “1” if she wanted a callback. Officer Windrem received no alert from the application indicating SA Floyd wanted a callback.

Windrum and Chief Morlan went to investigate and when they arrived at Floyd’s apartment, they were greeted by Floyd’s friends (a male and a female) who advised the two officers that it was an attempted suicide. The male friend told the officers that prior to their arrival he had kicked Floyd’s front door and discovered that Floyd had locked herself in her bedroom.

Floyd was in a state of frustration and suicidality and was holding a revolver which she discharged. No officer was injured.

Office of Kootenai County Prosecuting Attorney Stanley Mortensen’s legal reasoning for finding no wrongdoing in the case concerns the firearm which Floyd had in her hand during the incident and fired once.

“While the officers attempted to check her welfare, SA Floyd presented herself to be a deadly threat to Officer Windrem and Chief Morlan by pointing and discharging the revolver at them and/or in their direction,” Mortensen said.

Information regarding the shooting was withheld from public view for three months following Floyd’s death.

Spirit Lake PD will be holding a press conference on Feb. 9 at 6 p.m.
