License plate reader alert leads to arrest of domestic violence suspect in Spokane Valley

On July 12, 2024, at approximately 9:10 am, Spokane Valley Deputies responded to a reported domestic violence (DV) incident near the intersection of E. Liberty Avenue and N. Elton Road.

The victim told deputies that the suspect, 51-year-old Carl L. Decker, held her down, physically assaulted her, restrained her from being able to leave, and prevented her from calling 911 to report the incident.

Decker finally left, and the victim then called 911 to report the domestic violence assault.

Deputies arrived and, through the investigation, established probable cause to charge Decker with Unlawful Imprisonment (DV), Assault 4th Degree (DV), and Interfering with the Reporting of Domestic Violence.

The Alaska license plate of Decker’s vehicle was entered into the RTCC’s ALPR reader with an alert showing Decker was wanted on domestic violence charges.

On July 15, 2024, at approximately 12:55 pm, Spokane Regional Emergency Communications (SREC) Dispatchers notified Deputies of the Flock Alert for Decker. Spokane County Deputies began searching the area for the vehicle, locating it on N. Argonne Road near E. Peone Road.

Deputies conducted a traffic stop of the vehicle, confirmed Decker’s identity, and arrested him for the DV charges.

Decker was transported and booked into the Spokane County Jail for Unlawful Imprisonment (DV), Assault 4th Degree (DV), and Interfering with the Reporting of Domestic Violence.
