North Dakota’s new governor eyes ‘path to zero’ property tax on people’s homes. Can it be done?

BISMARCK, N.D. (AP) — North Dakota is in a unique position to use its oil wealth to eventually end property taxes on people’s homes under a plan from new Gov. Kelly Armstrong. Armstrong presented his plan to the Republican-run Legislature last week. Rising property taxes have frustrated people nationwide. Earnings from North Dakota’s $11.5 billion oil tax savings would eventually fund the property tax credit plan Armstrong sketched for lawmakers, who will soon be wading through many bills on property tax relief and reform. Last fall, North Dakota voters rejected a ballot measure to abolish most local property taxes, which fund government services such as schools and roads.
