SPOKANE, Wash. – Deputies intervened in a violent assault, resulting in one suspect being booked for DUI and another for assault and obstruction.
According to the Spokane County Sheriff’s Office, on July 24 at about 10:35 p.m., deputies on patrol near North Division Street and West Lyons Avenue heard yelling. They saw a woman on the ground being punched and kicked by 18-year-old Alyssa Smith, with two men nearby.
The deputies identified themselves and ordered Smith to stop. She complied briefly but then tried to walk away. The deputies took her to the ground and handcuffed her.
The two men, identified as 18-year-old Timothy Welch and a juvenile, were ordered to stay back but continued approaching. A deputy drew a taser and issued further commands, eventually leading both men to comply. Welch was detained without incident, while the juvenile, initially resistant, was also detained as additional officers arrived.
The investigation revealed that the incident started when the victim crossed Division Street and nearly got hit by the Dodge truck Welch was driving. She threw her coffee cup at the truck and yelled at the occupants. Welch and his companions exited the truck and attacked the victim, who sustained minor injuries and declined further medical treatment.
Smith, after being advised of her rights, refused to answer questions or provide a statement. Welch, suspected of driving under the influence, had a BAC nearly twice the legal limit for a 21-year-old, and was booked for DUI and two counts of second-degree reckless endangerment. Smith was booked for fourth-degree assault and obstructing justice.
