Washington State opens applications for Agriculture Support Program

OLYMPIA, Wash. — The Department of Licensing is launching a partial refund program for farmers affected by fees related to the Climate Commitment Act.

The Department of Licensing will begin accepting applications for the Agriculture Support Program (ASP) through agsupport-wa.submittable.com/submit on Aug. 26.

The ASP, established under Washington Senate Bill 5950, provides support payments to agricultural producers and transporters who incurred surcharges from fuel suppliers or retailers under the Cap-and-Invest Program. This support is intended for those who used the fuel for purposes exempted under the Climate Commitment Act.

DOL has partnered with Submittable, a form-building and funds distribution software company located in Missoula, Montana, to help administer this program. US Bank is also assisting in the distribution of these payments.

Refunds are based on 2023 fuel purchases and are limited to:

– Under 1,000 gallons: $600

– 1,000 to 4,000 gallons: $2,300

– 4,000 to 10,000 gallons: $3,400

– Over 10,000 gallons: $4,500
