MADISON, Wis. (AP) — Wisconsin Gov. Tony Evers is reviving his plan to enable voters to repeal and create state laws, this time through the state budget. Wisconsin is among 24 states that don’t provide a way for people to create or repeal laws without legislative action. Evers called a special legislative session in 2022 to approve a constitutional amendment that would allow voters to circulate petitions for ballot proposals rejecting existing laws and directly enacting new ones. Evers promoted the move as a way to repeal the state’s 1849 abortion ban. But Republican legislators refused to consider the idea. Evers says the budget he plans to unveil in February will mandate that legislators take up the amendment again. GOP leaders almost certainly will strip the provision from the spending plan.
